Libraries are open to all who live work or study in Westminster. Users have access to books, videos, CDs, language courses, talking books, as well as newspapers, magazines, local information and Internet access. Whet they offer
The Neighbourhood Centre is the focal point for the regeneration of the Church St Ward of Westminster (the neighbourhood). It provides an office base for the Neighbourhood Management Team who are working to deliver the aims of the Church Street Neighbourhood Forum, a local organisation representing businesses, residents and community groups is working towards the regeneration of the Church Street ward. The Forum aims to make the neighbourhood “open, safe, thriving and inclusive”.

Services and opportunities offered from the centre include reporting problems and issues about local services e.g. cleansing, anti-social behaviour etc; making suggestions about ways the area could be improved; information and sign-posting about local services and information about job opportunities

The Centre is also a regular meeting place for service providers working in the area. Most notably, the Centre hosts daily briefings of an initiative called Civic Watch where the police and a range of Council Departments work together to reduce crime, nuisance and anti-social behaviour.

The Centre also provides an office base for the Team Leaders of the street based City Guardian service (see below).

What they offer
City Guardians help to make public areas safer and cleaner by patrolling the streets. They help to improve public confidence and safety by showing that public areas are cared for. City Guardians are a street based warden service employed by Westminster City Council. Their main aim is to reduce crime and the fear of crime by providing a visible presence. They have no powers of enforcement but are closely supported by CCTV and the Metropolitan Police. They deal with all issues from environmental to anti social behaviour and crime. They have extremely good community links and spend much time speaking to residents, helping with youth clubs and elderly day centres, in addition to other community-based projects.

What they offer
A range of services are provided for the Asian community living in North Westminster. Several services are available for the Asian community living in other areas of Westminster. Current services include an Advice & Information Service, over 50’s Healthy Living Initiatives, Youth Development programme, under 5’s play group, the toy library, employment & training initiatives, Bengali Women's Welfare Project and a supplementary education project.
