Sure Start Programmes are required to evaluate their services in order to understand how well they are performing, keep track of progress in meeting the objectives and targets for Sure Start and make changes to the programme as a result of the local evaluation findings. It is an essential tool for assessing what is working well and providing a 'pool' of evidence for the re-shaping of wider children's services.
